Nebraska governor signs NRA-backed bill that grows US constitutional carry majority

Nebraska Governor Pillen said his bill signing fulfills a promise to citizens "to protect our constitutional rights" Nebraska state senators voted 33-14 to pass Legislative Bill 77 last Wednesday, sending it to Pillen for signature. Nebraska became the 27th state in the nation to enshrine in law the right of its residents to carry concealed firearms without a permit. "Signing this bill upholds the promise I made to voters to protect our constitutional rights and promote commonsense, conservative values," Governor Jim Pillen said in a comment to Fox News Digital on Tuesday. "I appreciate the hard work of those senators who supported this legislation, and particularly that of Senator. Brewer who led this charge and carried it through to the end." Pillen’s signature on Tuesday further solidifies the U.S. as a constitutional carry-majority nation, after Florida tipped the scales as the 26th state in the nation with permitless carry laws on the books earlier this month. The Nebraska law will take effect 90 days after the end of the legislative session, which is scheduled for June 9. Constitutional Carry states map ( Permitless Carry )

"As of April 15, 2016, Alaska, Arizona, Arkansas[disputed], Idaho (residents only), Kansas, Maine, Mississippi, Puerto Rico[disputed], Vermont, West Virginia[5] and Wyoming (residents only) do not require a permit to carry a concealed firearm for any person of age (usually 21 and older) who is not prohibited from owning a firearm. Permitless carry in Idaho and Wyoming is applicable to residents only; non-residents must have a permit to carry a concealed handgun in these states. All aforementioned jurisdictions do not require a permit to openly carry either."

*Arkansas is not really a Constitutional Carry state, since in the state only open carry is legal without a license.

"In the state of Oklahoma, any person who is a legal resident of a state that allows concealed carry without a permit may also carry concealed in Oklahoma without a permit, so long as they possess a photo ID showing they are a legal resident of that other state and also meet the legal requirements for permitless carry in that other state."
